They formed a business and property owners association and a non-profit organization (Concerned Citizens of Santa Rosa Against Redevelopment Law Abuse) and were able to raise nearly $500,000 in donations and pro bono legal work to sue the City of Santa Rosa to stop the project.  The court case, Tokerud v. Janda, M.D. is an orthopedic surgeon based in Ann Arbor, Michigan and a member of a nine-member orthopedic surgery group. In addition, Dr. Janda is the director and founder of the Institute for Preventative Sports Medicine, based in Ann Arbor, Michigan, which is the only health care cost containment organization of its kind in North America. She then reported the activities to the Arizona Auditor General which officially uncovered 2.7 million dollars of laundered funds (more have been identified since that time).   Like many whistleblowers, Davis has been heavily persecuted for her heroic actions.
